The MLS (Multiple Listing Service) is used by Real Estate Agents to list homes for sale as well as search For homes for prospective buyers.

In mid-September, a significant change was made to the way homes are listed on its service.

For years, homes fell into what were called MLS Districts. Some districts contained one community, others more than one. Some agents as well as the MLS Board of Governors felt that there were problems with homes being listed in the wrong MLS areas, and that the MLS District system itself and its boundaries were “arbitrary” and in need of a change.

So the change was made. Now homes are listed by “neighborhood” instead of by MLS District.

In some areas this works like a dream, but in others, including areas of Como Park, it’s hurting more than it’s helping. In fact, it could be argued that the City District boundaries by which the MLS is now defining neighborhoods are even more arbitrary than the old MLS districts. This is no more evident than by the fact that homes on West Como Boulevard, with direct views of Como Lake and Park will currently not show up for an agent searching strictly in the “Como” neighborhood. They would have to search “North End/South Como” to find them. But this latter “neighborhood” includes homes as far east as Rice Street and beyond.

Many hundreds of homes were purchased by homebuyers believing they would be living in Como Park. This recent change may have a drastic impact on that reality.

I myself have lived in and worked as an Realtor in this newly defined neighborhood for years. So I admit both a personal and professional interest in this issue.

Close to 2000 homes appear in Saint Paul’s Neighborhood MLS North End/South Como, which used to be MLS COMO. The question is, why did they do this? I have not been able to get a good answer yet. The answers I have heard are: 1. This is how it always should have been & (2) This is how the City of St. Paul defines neighborhoods. OK, good enough, the problem is this: MLS has had this area defined (and have been calling it COMO) since at least 1972 according to my records. Now this neighborhood, what has for a long time been be called and LISTED as Como, now is combined with North Ends area. See this map.

Here is the real deal… As of SEP 2011, the year to date average sale price for COMO is $156,951. The average year to date  sale price for North End is $80,163. More simply, the cost per sq ft in Como is $129/ft, where avg Cost per sq ft in North End is $72/ft. We estimate about 1946 homes to be located in the shaded areas. Here is a list of sales the the shaded area of the map since Aug 2006. For the obvious reasons, I think this needs to changed back. For home buyers these days one of the major questions has to do with how much money they need to save in order to buy a home.  The answer to the question depends on whether you are a Minnesota First Time Home Buyer or if you have a home to sell.  While there have been major changes in the mortgage market in recent years, there are still plenty of low down payment options.

No Down Payment Loans

In some limited instances, home buyers can still find home loans which required no down payment.  VA loans still require no down payment but at least one of the occupying buyers must be an eligible veteran.  This type of loan has a great advantage in that not only is there no down payment required but the buyer can ask the seller to pay their closing costs as well.

Another zero down payment loan is available from the USDA.  These loans, also known as Rural Development loans, are an excellent choice but are limited by location.  The property must be considered to be in a rural location.  Generally you would need to buy as far north as North Branch, Isanti, Cambridge or Zimmerman.  In the west you would have to buy as far out as Buffalo, Waconia, or Belle Plaine.  If you are looking in the south metro you would need to buy in Elko New Market, Northfield, or Cannon Falls.  The eastern metro is not eligible in Minnesota, but just over the river in Hudson you could benefit from a USDA loan.

Low Down Payment Loans

Most buyers in the Twin Cities metro will find that FHA or Fannie Mae’s My Community loan are the lowest down payment options.  While FHA is the most flexible program in terms of credit, it’s 3.5% down payment requirement is slightly higher than the My Community loan at a 3% down payment.

FHA is the most common because it can be used by most buyers.  Even buyers who have owned homes in the past can use FHA financing.  Additionally there are no maximum income qualifications for the program.

The Fannie Mae My Community loan or Freddie Mac Home Possible loans are designed for first time home buyers with moderate incomes.  These can be excellent options for buyers who are looking to buy a property that does not necessarily qualify for the more stringent FHA standards.

Down Payment Assistance

Minnesota first time home buyers can also benefit from state and local community down payment assistance programs.  These programs can help reduce the typical down payment requirement to as little as $1,000 down.  These programs are generally limited by maximum income and asset guidelines.  Most require that the buyer has not owned a home within the past 3 years but some actually are acceptable for buyers who are selling their current home to buy another.

Get Preapproved Early

If you are considering buying a home but are concerned about how much down payment you will need, I would highly suggest that you get preapproved early.  You will want to work with a local Minnesota mortgage lender who has access to these down payment assistance programs so that you can truly learn what types of programs are available to you.

Recent changes on how the Multiple Listing Services (MLS) process the information of homes for sale may have a big effect on you depending on where your home is located.  On September 7th, the MLS has  removed the MLS areas from their records and search tools.


Areas moved out of Como Park would be anything south of Maryland and east of Lexington and East of Dale.

What once was considered to be Como Park (744) has now been changed to the North End.  How does this affect you?  Como Park has long been considered one of the premier areas in St. Paul.  Here are a few numbers as a whole that should raise some eyebrows:

In 2011, in what is considered the “New Como Park” there has been 85 homes sold.  The average sale price was $161,203.  Of the 85 homes sold 15 were labeled as a Short Sale or Foreclosure Sale.

In 2011, in what is considered the “New North End” there has been 181 homes sold – sounds great right!  Wrong!  The average sale price was $79,280.  Of the 181 homes sold, 87 were labeled as a Short Sale or Foreclosure Sale – that is 48% of the homes sold in the North End.

Further more, how Realtors typically set up their searches, at least in my experience in either St. Paul or Minneapolis, is by MLS area.  With the new MLS areas there is real potential to short change some of the nicest homes that Como Park has to offer.

When you are buying a house today it is important to understand how to negotiate favorable terms.  In most cases buyers today are asking the seller to pay for the closing costs due on their mortgage.  If you understand how to do this properly it can be an excellent way to reduce the amount that you need to buy a home.

Asking the seller to pay your closing costs is an effective strategy for all but especially so for Minnesota first time home buyers.

How much are closing costs in Minnesota?

You and your lender will discuss a variety of loan programs.  Each program will include a requirement for down payment, closing costs, and prepaid expenses.  The closing costs can be as much as 2% to 4% of your mortgage amount while the prepaid expenses can add another 1% to 2% to your cash required to close.

For example it is not uncommon on a $150,000 to have $5,000 in closing costs plus an additional $2,000 in prepaid expenses due in addition to your down payment requirement.

How do I get the seller to pay my closing costs?

When you write an offer, most loan programs will allow you to ask the seller to pay up to 3% of the sales price towards your costs, or in some cases up to 6% of the sales price towards your costs.  We will work with your lender to make sure we are asking for the appropriate amount of costs.

For example, if you asked the seller to pay 3% of your $150,000 sales price towards your closing costs, the seller would pay $4,500 towards your costs on the day of closing.  This would effectively reduce the amount you owe at closing by $4,500.  In the example above noting $7,000 of closing costs and prepaid expenses, this would reduce your obligation to $2,500.

If your loan program allows you could even ask the seller to pay all $7,000 of the closing costs and prepaid expenses, leaving you with just the down payment to cover.

Almost all sellers will agree to these kinds of terms today.  Sellers are prepared by their agents that most offers include seller paid closing costs.

It is important for you to keep in mind that this concession by the seller is effectively a reduction in your offer to them.  If you have offered $150,000 but have required $7,000 towards your costs, your effective offer to the seller is really $143,000.  To you, the offer is $150,000 because your loan amount will be based off that sales price and the house must appraise to at least this amount.  But to the seller, the offer is $143,000.

This strategy is so common today that even banks who are selling foreclosures will expect to pay your costs.
