Summer is right around the corner (at least we think and hope) and the City of Roseville has put out the Top 12 Most Common Code Complaints. Code complaints can be made by anyone. It is up to the homeowner and the City of Roseville to correct any complaints filed.

Common Summertime Code Complaints for the City of Roseville:

Property Maintenance

  • Properties in Roseville must be kept in good repair.
  • Grass and weeds must be cut to 8 inches of less in height.
  • Fences on residential properties in Roseville may not be more than 4 feet tall in the front yard and 6 feet, 6 inches in the side and backyard.
  • Special fencing is required around swimming pools to control access and provide safety.

Storage

  • Garbage and recycling containers must be stored out of sight except on collection day.
  • Junk, machinery, household items, lumber, trash, debris etc. cannot be stored outdoors.
  • Single axle trailers can be stored indefinitely in side or backyards, but only up to three days at a time in the front yard.
  • Boats can be stored indefinitely in side or backyards.  Boats less than 20 feet in length and on a trailer can be stored on front driveway.

Vehicles

  • Vehicles must be licensed and operable – if it’s not, store in garage.
  • Vehicles must be parked on an approved hard surface (not grass).
  • Trucks with a capacity of over 2,000 lbs cannot park on a residential property or residential street for more than 2 hrs at a time.
  • Vehicles for sale on private property must be registered to property owner or occupant.

*Appliances include includes water heaters, microwaves, lawn mowers, dishwashers, washer and dryers. Appliances with Freon include refrigerators, freezers and dehumidifiers.

**Electronics include TVs, computers, monitors and peripherals, VCRs, stereos etc. Computers will be taken to a licensed disassembler and the hard drives scrubbed before recycling.

The Minneapolis Association of Realtors (MAAR) had just put out a new Monthly Skinny report reflecting March Real Estate numbers of 2011.  Brad Fisher, MAAR President 2011, talks about the implications of the numbers from March and the effect that has had on the Twin Cities Real Estate Market.

  • Pending Sales are DOWN 17.6% from March 2010*
  • Inventory is DOWN 4.5% from March 2010*
  • Median Sales Prices are DOWN 15.2% from March 2010*
  • Housing Supply is UP 16.8% from March 2010*
  • 7.7 Months of Inventory is currently on the Market.  5-6 Months of Inventory is considered to be a balanced Market.

*2010 Numbers were inflated due to the Tax Credit

It is hard to compare last year to the current year with the $8,000 tax credit that was made available to first time home buyers.  The late Spring in the Twin Cities sure has not helped the Real Estate market either in the Twin Cities.  We should see a nice increase in activity and business over the next couple months now between Easter and the 4th of July.

Abandoned Well Sealing – Cost Share Program for Ramsey County Residents.

The Ramsey Conservation District received a $128,000 grant through the Clean Water Fund to assist owners seal unused wells located in Drinking Water Supply Management & Wellhead Protection Areas within Ramsey County, MN.

Did you know that even if you are connected to City water you may have an abandoned well in your home or yard?  Many homes built prior to 1960 were serviced by a well on the property.  City water connections can be determined by when the home was built and when City water was connected.

Eligibility for Cost Share Program:

  • Applicants eligible for funding will be reimbursed up to 50% of the well sealing costs, not to exceed $750 per well.
  • Wells eligible for cost share funding must be located within a drinking water supply management area or a wellhead protection area. Please see attached map to determine if the well location is within one of these areas to be qualified.
  • Grant money is limited and funding may not be applied retroactively to wells that have already been sealed.

    According to the most recent “Weekly Activity Report for Week of April 4th” released by the Minneapolis Assoication of Realtors (MAAR), Pending Sales in the Twin Cities are down 27.2% from the same week last year. Why is this important? There are a couple of strong indicators on the decline in Pending Sales:

    1. Tax Credit. This is the most obvious of reason for the stiff decline in Pending Sales. At this time last year we had plenty of buyer/sellers racing against the clock to get their offer submitted, approved by the end of April.

    2. Late Thaw. Have you looked around outsite? There is still snow on the gound and it is April! Until this past weekend, the amount of calls we had received on our current listings was very sparse. With a little nice weather and sun, buyers are out looking and they do not have a time crunch deadline like last year.

    3. Inventory. There are currently 37.4% fewer homes on the market this year vs. the same time last year. Fewer homes on the market means fewer possible sales. “Buyers currently have 22,158 properties to choose from, which is the lowest total at this point in the year since 2005.”

    With Spring Weather (fingers crossed) right around the corner I am optomistic about this year in Real Estate.  The same will hold true as it did last year for home sales.  The BEST Priced Homes that look the BEST will sell and all the other homes will help sell the BEST homes.  Until then my Crystall Ball is still in the shop…
